How The Graha-s Got Rulership Of Rāśi-s?

तमसावृते समन्ताज्जलभूते भूतले ततोऽकस्मात् ।
उदितो भगवान् भानुः प्रकाशयन् स्वप्रकाशेन ॥
(Rf. SV)

[When the earth was enveloped in darkness and covered with water all around, then suddenly the blessed Surya arose, illuminating (the universe) with his own light.]

व्यसृजजगत्समस्तं ग्रहर्क्षसंघातकल्पितावगतम् ।
द्वादशभेदैश्चित्रः कालः संप्रस्तुतस्तस्मात् ॥
(Rf. SV)

[From that, Time emerged, creating the entire universe with its collections of planets and stars, manifesting in twelve distinct divisions (signs).]

मेषवृषमिथुनकर्कटसिंहाः कन्या तुलाथ वृश्चिककः ।
धन्वी मकरः कुम्भो मीनाविति राशिनामानि ॥
(Rf. SV)

[Mesa, Vrishabha, Mithuna, Karka, Simha, Kanya, Thula, Vrischika, Dhanu, Makara, Kumbha and Mina are the names of the twelve signs.]

द्वादशमण्डलभगणं तस्यार्धे सिंहतो रविर्नाथः । 
कर्कटकात्प्रतिलोमं शशी तथान्येऽपि तत्स्थानात् ॥ (Rf. SV)

[The zodiacal half beginning with Simha till Makara is ruled by Surya. The other half beginning with Karka and ending with Kumbha is ruled by Candra.]

The Yavanas have stated that —

इदं जगत् स्थावरजङ्गमाख्यं सर्वं रवीन्द्वात्मकमाहुराद्याः । 
तस्योद्भवोऽत्रापचयश्च दृष्टो भूमण्डलेऽप्येव तदात्मकं तत् ॥ (Rf. VYJ)

[This entire universe of the animate and inanimate is pervaded by Surya and Candra. Its creation and destruction are also connected with Surya and Candra. Similarly, the zodiac wheel is also of the nature of Surya and Candra.]

तस्यार्धमार्क विहितं मघादि सार्पादि चान्द्रं विहितं परार्धम् । 
क्रमेण सूर्यः प्रददौ ग्रहाणां न्यस्तेन ताराधिपतिस्तथैव ॥ (Rf. VYJ)

The Nakṣatra beginning with Maghā are ruled by Sūrya while the ones beginning with Aslesa are ruled by Candra. Sūrya and Candra have given the other Grahas the rulership over the Nakṣatras and Rāśis.

बुधस्य शुक्रस्य धरासुतस्य बृहस्पतेर्भास्करनन्दनस्य ।
द्वे द्वे गृहे तेषु यथानुरूपं फलं विधेयं निपुणं विदग्धैः ॥
(Rf. VYJ)

[Sūrya and Candra have given the ownership over two Rāśi-s each to Budha, Śukra, Kuja, Bṛhaspati and Śani. The learned should remember this while making predictions.]

Surya being the King chose to take possession of Simha, whereas Candra, the Queen, opted to take ownership of Karka. Later, the rest of the Grahas according to their speeds, approached Surya and Candra for allotment of the rest of the signs. Budha, the swiftest of the Aprakasha Grahas, acquired Kanya from Surya and Mithuna from Candra. Śukra was granted dominion over Thula and Vrishabh. Kuja received Vrischika and Mesha, while Guru was assigned Dhanu and Mina. Śani, the slowest of all Grahas, was allocated Makara and Kumbha.

[If more Grahas are in Simha to Makara, the native is courageous, brilliant and valorous. If majority of Grahas are in Karka to Kumbha, the native is generous, soft in nature and fortunate.]
