Vargottama Navāṃśa
वर्ग (varga) in Sanskrit means 'division' while उत्तम (uttama) is 'excellent'.Thus, वर्गोत्तम ग्रह is the graha falling in excellent divisions.
In the daśavarga scheme, when a graha falls in three benefic divisions, it is considered to be in uttamāṃśa.
The ancient treatises consider a graha to be vargottama when the graha occupies same rāśi and navāṃśa. For instance when a graha is positioned at 2° of meṣa, it falls in meṣa navāṃśa and is considered vargottama.
Bṛhat Parāśara Horā states that a graha in ucca rāśi gives fully good effects, in mūlatrikoṇa rāśi ¾th, in svarāśi ½, in mitrarāśi ¼th, in samarāśi ⅛th and null in nīca-asta-śatru rāśi. Similarly, we divide the vargottama condition into different categories.
A graha in the aṃśa of śatru or astaṅgata graha is also considered to be ineffective. For instance, if both budha and śukra are combust then budha in the aṃśa of śukra is said to be completely weak.
Let's summarise vargottama conditions :
ucca - excellent
mūlatrikoṇa - best
sva- better
mitra- good
sama - average
śatru - below average
nīca - worst
Note : Other factors of assessing strength must be considered.
Condition 1 - ucca vargottama
sūrya : meṣa - 0°00' to 3°20'
candra : vṛṣabha - 13°20' to 16°20'
kuja : makara - 0°00' to 3°20'
budha : kanya - 26°40' to 30°00'
bṛhaspati : karka - 0°00' to 3°20'
śukra : mīna - 26°40' to 30°00'
śani : tula - 0°00' to 3°20'
Condition 2 - nīca vargottama
sūrya : tula - 0°00' to 3°20'
candra : vṛścika - 13°20' to 16°20'
kuja : karka - 0°00' to 3°20'
budha : mīna - 26°40' to 30°00'
bṛhaspati : makara - 0°00' to 3°20'
śukra : kanya - 26°40' to 30°00
śani : meṣa - 0°00' to 3°20'
The bhāva ruled by a graha which is in ucca vargottama gets strengthened.
For instance, if lagneśa is in ucca vargottama then the native is respected by his kinsmen. similarly, if bhāgyeśa is ucca vargottama then the native is fortunate.
Bhāva ruled by a graha in nīca vargottama is considered weak.
Vargottama itself is a source of strength for any graha but, the rest of the factors should be taken into account.
A śubha graha (functional benefic) in vargottama condition is beneficial. during its daśā bhuktī, favourable results are expected provided the graha is free from afflictions and not weak due to other factors.
A pāpa (functional malefic) graha in vargottama condition is unfavorable. obstacles and problems are expected during its daśā bhuktī.
Rāhu and Ketu in vargottama condition are beneficial if they occupy kendra or kona bhāva.
If the dispositor of a vargottama graha is adversely affected, the outcomes are diminished, and the full potential of the results cannot be manifested.
If the lagna is in śubha kartarī and vargottama then the horoscope is strengthened.
Puṣkara Navāṃśa
In saṃskṛta पुष्कर (puṣkara) means 'a lotus' while some scholars opine that it is translated as 'to nourish'.There is a subtle difference between puṣkara aṃśa and puṣkara navāṃśa.
The degrees 21°, 14°, 24°, 7°, 21°, 14°, 24°, 7°, 21°, 14°, 24° and 7° of rāśi beginning with meṣa are termed as puṣkara aṃśa or 'puṣkara degrees'.
Puṣkarāṃśa is mentioned in muhūrta texts. these puṣkara navāṃśa are ruled by saumya graha viz bṛhaspati, śukra, budha and candra.
Every rāśi has 2 puṣkara navāṃśa which means that there are 24 such divisions in total.
It is said that a graha in puṣkara navāṃśa turns auspicious which is proved out to be untrue in practice.
The ancient treatises on jātaka (natal horoscopy) have mentioned puṣkarāṃśa and not the puṣkara navāṃśa.
Puṣkarāṃśa (puṣkara degrees) are located in the puṣkara navāṃśa.
Significations of a graha posited at puṣkarāṃśa (refer post 4 in this thread) are enhanced.
A graha placed in puṣkarāṃśa (refer post 4 in this thread) but contributing it's aṃśa to 6/8/12 bhāva is ineffective.
If the graha which participates in a rāja yoga is posited in puṣkarāṃśa (refer post 4 in this thread), the rāja yoga is nourished.
Trikoṇeśa, Lābheśa and Dhaneśa in puṣkarāṃśa indicate prosperity.
Any graha including rāhu, ketu, māndi or any other upagraha can occupy puṣkarāṃśa or puṣkara navāṃśa. However, it is not necessary that it might prove out to be 'auspicious'.

Ineffective if contributing amsa to 6/8/12 bhava means that it will be completely ineffective or that it lost any benefit from the pushkara navamsa?
