Muhūrta, or electional astrology, holds an important place in Jyotiṣa. It is not merely about selecting a convenient time, but about identifying a moment that supports the intended action in a meaningful way. This process demands careful judgment, as one has to consider multiple factors such as the strength of the Lagna, the condition of its lord, Candra's placement, and the overall harmony of the chart. Even with great effort, arriving at an ideal Muhūrta is rare, which is why the skill of the astrologer becomes essential.
As noted earlier in the discussion on the oath chart of the Maharashtra Chief Minister, the Lagna at the time of the swearing-in ceremony serves as a key indicator. It reflects the character of the government, its stability, and the general direction of its functioning. The rising sign, along with its lord and the influences upon it, offers insight into how the administration may operate, the challenges it could face, and the manner in which it engages with the public and institutions.
Samrat Chaudhary's Oath Chart:
Lagna: The Lagna is occupied by Saumya Kendrādhipati Bṛhaspati, who also functions as a Māraka and is in sambandha with Budha through exchange. Māndi rises in the Lagna aṃśa, which is inauspicious. Bṛhaspati is placed in an inimical rāśi and aspects the 7th house. This shows that the very beginning or formation of the government lacks firmness and clarity of direction.
Candra: The tithi is Kṛṣṇa Trayodaśī. Candra occupies the rāśi of Śani, and the 8th from Candra is severely afflicted by the combined aspect of Sūrya, Kuja, and Rāhu. The only relief comes from the aspect of Śukra.
Lagnādhipati: The Lagneśa Budha is placed in the 10th house along with Candra, Kuja, and Śani. Budha occupies his debilitation sign and is considerably weak. Being hemmed between two malefics, Kuja and Śani, this position is highly unfavourable. It shows poor decision-making, lack of coherence in administration, and policies that may invite criticism or fail to deliver expected results. There can be confusion, reversals, or poorly timed actions. The masses may feel uneasy, dissatisfied, or insecure.
7th House: The opposition is judged from the 7th house. The 7th lord is placed in the Lagna and is under the aspect of Kuja. The opposition retains strength, although it does not possess the numbers required to form the government.
Kārya Bhāva: The 10th house, which signifies action and authority, is ideally to be occupied by benefics such as the 5th lord and 9th lord. Even in debilitation, they can yield favourable outcomes. In this case, the 10th house is occupied by Kuja, the lord of the 6th and 11th, who is in a friendly sign and has obtained digbala. Alongside Kuja is Śani, the 8th and 9th lord, who is unable to produce favourable results. Budha, placed in his debilitation sign, is hemmed between these two malefics. Candra, as the 2nd lord, is also incapable of giving beneficial effects in this configuration. This combination often indicates administrative stress, bureaucratic hurdles, and possible scandals or controversies.
Results:
1. There are likely to be disagreements among ministers and within alliance partners, affecting cohesion.
2. The government may face a decline in reputation due to scandals or allegations of misconduct.
3. The education sector appears particularly vulnerable and may experience significant setbacks.
4. Sections of the public may show signs of unrest, possibly encouraged or influenced by the opposition.
5. The health of certain ministers may become a matter of concern during this period.
6. The opposition should not be underestimated, as it retains the capacity to challenge effectively.
7. Ministers may face situations that lead to embarrassment and damage to their public standing.

9. There may be damage to public property, possibly due to natural calamities.
10. The government may struggle to control criminal activities, as the 12th house is under the malefic aspect of Śani.
